Born in Norfolk, the majority of his career was spent with the postcard manufacturer Bamforth & Co. During World War I, his created popular anti-Kaiser cartoons and designs depicting life on the wartime home front. His popularity led to the hiring of two artists to work under him, tasked with emulating his style. Tempest's postcards captured the essence of an age, and today they stand as cherished collectibles.
